Telegram stated that they declined to meet with the Digital and Communications Commission because they did not want to engage in any political censorship.

Remy Vaughn said administrators have been receiving complaints from users through its application, either through feedback provided by users or by emailing [email protected] to remove content that violates Telegram's terms of service.
The Ministry of Communications has contacted the company several times since January, but the company has been uncooperative.
